Second exam important in child sex-abuse cases (Reuters)

NEW YORK (Reuters Health) ? When a child is thought to have been sexually abused, a second medical exam may be key to picking up injuries and sexually transmitted infections, a study published Monday finds.

The American Academy of Pediatrics already recommends that kids being examined for sexual assault have a follow-up exam in the weeks afterward.

But until now, no studies had looked at the benefits of doing that.

For the new report, researchers reviewed the records of 727 children and teenagers who were evaluated for sexual abuse or assault over a five-year period.

They found that almost one-quarter of the time, the patients' second exam changed the findings of the first.

In 18 percent of cases, there was a shift in the diagnosis of traumatic injuries.

Most often, the original examiner had said it was unclear whether the child had an injury suggestive of sexual assault (like tears or bruising), but the second examiner concluded that the findings were "normal."

However, that "does not in any way" mean the child wasn't sexually abused, said Dr. Nancy D. Kellogg, one of the researchers on the study and a child abuse expert at the University of Texas Health Science Center in San Antonio.

It's well known that sex-abuse victims often do not have telltale traumatic injuries, Kellogg told Reuters Health.

So it's what the child says that's most important.

Kellogg's team also found that the second medical exam helped pick up sexually transmitted diseases that weren't caught initially. That was true in nearly seven percent of cases.

Most often, Kellogg said, the follow-up exam caught genital warts -- which would not yet have been apparent during the first exam.

The findings, reported in the journal Pediatrics, are based on 727 children and teens who were first examined at one San Antonio ER or the regional child advocacy center. A doctor or nurse trained in child abuse cases performed the exams.

The second exam was done about a month later at the child advocacy center, by an experienced child-abuse doctor or nurse.

During the initial exam, Kellogg explained, kids are "anxious or in pain -- they're traumatized. And that can affect the examiner's ability to detect things."

But the researchers also found that the first examiner's experience mattered. If he or she had done fewer than 100 such exams, the second examiner was more likely to reach different conclusions on whether the child had a traumatic injury.

That, Kellogg said, points to the importance of having an experienced doctor or nurse do the second exam.

Some hospitals, she noted, have special "child abuse teams" who can evaluate kids for sexual assault. There may also be a nearby child advocacy center with doctors or nurses who can do the exam.

As for areas where those services aren't available, Kellogg said she hopes the current findings give less-experienced pediatricians some guidance in evaluating kids for sexual abuse.

"We were a bit surprised by the findings," she noted. "We didn't expect the follow-up exam to make such a big difference in so many kids."

Study Shows That The Location Of The Itch Matters

Itch. Past studies have shown that whatever the cause?perhaps just hearing me talk about itch?something triggers nerve fibers that send a signal lighting up three areas of the brain: the emotional regions; the limbic system that sparks the urge to scratch; and the cortex that tells you where to scratch.

And recently researchers discovered that where the itch begins can predict how bad it is?and how much pleasure you?ll get by scratching it. The study is in the British Journal of Dermatology. ?

The researchers induced an itch on the ankles, forearms and backs of 18 subjects. And the research team also relieved the itch in a uniform way with a scratching device, rather than let each subject go to town in different and unmeasureable ways.

The results: The experimentally induced itch was particularly bad on the back and ankle. And scratching the back got rid of the itch most effectively. But scratching the ankle provided the most pleasurable relief.

So not all itches are created equal, even if they?re induced equally. The next steps are to find out why, and whether there is a treatment that can match the pleasure of the scratch.

29 Chinese missing after militant attack in Sudan

(AP) ? Militants apparently captured 29 Chinese workers after attacking a remote worksite in a volatile region of Sudan, and Sudanese forces were increasing security for Chinese projects and personnel there, China said Sunday.

China has close political and economic relations with Sudan, especially in the energy sector.

The Foreign Ministry in Beijing said the militants attacked Saturday and Sudanese forces launched a rescue mission Sunday in coordination with the Chinese embassy in Khartoum.

The Ministry's head of consular affairs met with the Sudanese ambassador in Beijing and "urged him to actively conduct rescue missions under the prerequisite of ensuring the safety of the Chinese personnel," the statement said.

In Khartoum, a Chinese embassy spokesman said the northern branch of the Sudan People's Liberation Movement announced that 29 Chinese workers had been captured in the attack. The spokesman, who asked not be identified, gave no other details and it wasn't clear if the militants had demanded conditions for their return.

Other details weren't given. The official Xinhua News Agency cited the state governor as saying the Sudan People's Liberation Movement attacked a road-building site in South Kordofan and seized the workers.

The Sudan People's Liberation Movement are a guerrilla force that has fought against Sudan's regime. Its members hail from a minority ethnic group now in control of much of South Sudan, which became the world's newest country only six months ago in a breakaway from Sudan.

Sudan has accused South Sudan of arming pro-South Sudan groups in South Kordofan. The government of South Sudan has called such accusations a smoke screen intended to justify a future invasion of the South.

China has sent large numbers of workers to potentially unstable regions such as Sudan and last year was forced to send ships and planes to help with the emergency evacuation of 30,000 of its citizens from the fighting in Libya.

China has consistently used its clout in diplomatic forums such as the United Nations to defend Sudan and its longtime leader Omar al-Bashir. In recent years, it has also sought to build good relations with leaders from the south, where most of Sudan's oil is located.

Chinese companies have also invested heavily in Sudanese oil production, along with companies India and elsewhere.

Fitch cuts Italy, Spain, other euro zone ratings (Reuters)

NEW YORK (Reuters) ? Fitch downgraded the sovereign credit ratings of Belgium, Cyprus, Italy, Slovenia and Spain on Friday, indicating there was a 1-in-2 chance of further cuts in the next two years.

In a statement, the ratings agency said the affected countries were vulnerable in the near-term to monetary and financial shocks.

"Consequently, these sovereigns do not, in Fitch's view, accrue the full benefits of the euro's reserve currency status," it said.

Fitch cut Italy's rating to A-minus from A-plus; Spain to A from AA-minus; Belgium to AA from AA-plus; Slovenia to A from AA-minus and Cyprus to BBB-minus from BBB, leaving the small island nation just one notch above junk status.

Ireland's rating of BBB-plus was affirmed.

All of the ratings were given negative outlooks.

Fitch said it had weighed up a worsening economic outlook in much of the euro zone against the European Central Bank's December move to flood the banking sector with cheap three-year money and austerity efforts by governments to curb their debts.

"Overall, today's rating actions balance the marked deterioration in the economic outlook with both the substantive policy initiatives at the national level to address macro-financial and fiscal imbalances, and the initial success of the ECB's three-year Long-Term Refinancing Operation in easing near-term sovereign and bank funding pressures," Fitch said.

Two weeks ago, Standard & Poor's downgraded the credit ratings of nine euro zone countries, stripping France and Austria of their coveted triple-A status but not EU paymaster Germany, and pushing struggling Portugal into junk territory.

With nearly half a trillion euros of ECB liquidity coursing through the financial system, some of which has apparently gone into euro zone government bonds, and with hopes of a deal to write down a slab of Greece's mountainous debt, even that sweeping ratings action had little market impact.

The euro briefly pared gains against the dollar after Fitch cut the five euro zone sovereigns but soon jumped to a session high of $1.3208, according to Reuters data, its highest since December 13.

Italy is widely seen as the tipping point for the euro zone. If it slid towards default, the whole currency project would be threatened.

Italian Prime Minister Mario Monti, a technocrat who has won plaudits for his economic reform drive, said he reacted to Fitch's downgrade of Italy with "detached serenity."

"They signal things that are not particularly new, for example, that Italy has a very high debt as a percentage of GDP and they signal that the way the euro zone is governed as a whole is not perfect and we knew that too," he said during a live interview on Italian television.

"They also say things that give a positive view of what is being done in Italy because there is much appreciation for policies of this government and this parliament," he said.

Fitch said of Italy: "A more severe rating action was forestalled by the strong commitment of the Italian government to reducing the budget deficit and to implementing structural reform as well as the significant easing of near-term financing risks as a result of the ECB's 3-year Longer-term Refinancing Operation."

MILAN - AC Milan rallied past Lazio 3-1 Thursday night behind goals by Robinho, Clarence Seedorf and Zlatan Ibrahimovic to advance to the Italian Cup semifinals.

Facebook sues to stop 'likejacking' scammers

?These spammers exploit the fact that social media engages us in an exciting new way,??McKenna said at a news conference at Facebook?s Seattle office. ?Social media revolves around trust. The reason we like it is that we count on our friends to recommend news stories, books, television shows and movies to watch. Spammers are now exploiting that trust.??

The AG?s complaint says Adscend and its affiliates send messages to Facebook users that appear to be from a friend. These bogus posts contain a link to seemingly salacious or provocative content, such as ?Cannot BELIEVE a 2 year old is doing THIS,? or ?{Video} OMG! See what happened to his Ex Girlfriend!??

The goal is to get you to a ?bait page? that appears to show the promised content. But it?s blocked by a message box that looks like it came from Facebook (it didn?t) that says an ?Age Verification? or ?Security Check? is required. In either case, you need to complete a short ?survey? to unlock the video.?

The survey page has links to a half dozen or more advertising websites that pay Adscend per click. These sites collect personal information and may require the user to buy something.?

The complaint also claims this advertising scheme is designed to ?propagate itself virally throughout the Facebook system.??

Before being directed to the bait page, the user is asked to ?Like? the page or click a box to continue. There?s no way for you to know that the ?continue box? is booby-trapped. Click it and you?ve ?liked? the spammer?s Facebook page.?

Either way, the advertisement for the bait page is posted to the user?s Wall or Timeline and is published in the Facebook News Feed to all of the user?s Facebook friends.?

Facebook says it?s been hard at work trying to block this sort of spam.?

?Security is an arms race, and that?s why Facebook is committed to continually improving our safeguards while also pursuing and supporting civil and even criminal consequences for bad actors who target our users,? Facebook general counsel Ted Ullyot said.?

Would anyone fall for such a scheme? Facebook says it believes Adscend earns more than $20 million a year doing this.?

In an email to msnbc.com, the company says it does not comment on pending litigation.?

For years, we?ve been told about the dangers of clicking on a hyperlink in an email. Now, that same warning applies to Facebook posts. Be on guard. If that it doesn?t look like something your friend would post ? trust your instincts and check with them before you click.?

If you get sucked into a likejacking scheme, and you?re being led through a series of screens ? assume it?s a scam. STOP! And back out before you give personal information or buy anything.?

If you find one of these booby-trapped posts on your wall, delete it and notify Facebook. They have people who work around the clock to stop illegal spam.?

Clashes between Tibetans, gov't spread in China (AP)

BEIJING ? Deadly clashes between ethnic Tibetans and Chinese security forces have spread to a second area in southwestern China, the government and an overseas activist group said Wednesday.

The group Free Tibet said two Tibetans were killed and several more were wounded Tuesday when security forces opened fire on a crowd of protesters in Seda county in politically sensitive Ganzi prefecture in Sichuan province. It quoted local sources as saying the area was under a curfew.

According to the Chinese government, a "mob" of people charged a police station in Seda and injured 14 officers, forcing police to open fire on them.

The official Xinhua News Agency said police killed one rioter, injured another and arrested 13.

The spread of violence came after some 30 Tibetans sheltered in a monastery after being wounded when Chinese police fired into a crowd of protesters in neighboring Luhuo county, a Tibetan monk said Tuesday. He said military forces had surrounded the building.

The monk who would not give his name out of fear of government retaliation, and the Draggo monastery could no longer be reached by phone Wednesday.

The counties have been tense for some time, and at least 16 Buddhist monks, nuns and other Tibetans have set themselves on fire in protest in the past year. Most have chanted for Tibetan freedom and the return of their spiritual leader, the Dalai Lama, who fled to India amid an abortive uprising against Chinese rule in 1959.

Many Tibetans resent Beijing's heavy-handed rule and the large-scale migration of China's ethnic Han majority to the Himalayan region. While China claims Tibet has been under its rule for centuries, many Tibetans say the region was functionally independent for most of that time.

"Chinese forces are responding with lethal force to Tibetans' ever-growing calls for freedom," Free Tibet director Stephanie Brigden said in a statement Wednesday.

A man who answered the telephone at the Seda county government office would not confirm or deny the group's account of Tuesday's violence. He would not give his name.

Later Wednesday, phone lines for Seda police and government offices were constantly busy while calls to many other numbers in the county could not be connected.

Xinhua cited a police officer as saying the mob gathered Tuesday afternoon to storm the Chengguan Police Station and that they attacked police with gasoline bottles, knives and stones.

"They also opened fire at us, injuring 14 police officers," the report quoted the officer as saying.

Chinese authorities have similarly blamed Monday's unrest in Luhuo on a "mob" and said that overseas advocacy groups are twisting the truth about what happened in order to undermine the government. The government says order has been restored there after one Tibetan died and four others were injured. It said five police were wounded.

The International Campaign for Tibet says three were killed on Monday, including the brother of a religious leader in a local monastery.

Independent confirmation of the clashes is difficult due to a heavy security presence and lack of access to outsiders.

The United States, which will host Chinese Vice President Xi Jinping at the White House next month, has expressed grave concern at the reported violence.

U.S. Special Coordinator for Tibetan Issues Maria Otero urged Beijing to address "counterproductive policies" in Tibetan areas that have created tensions and threatened Tibetans' religious, cultural and linguistic identity.

U.S. State Department spokeswoman Victoria Nuland said Washington has always been clear with China about its concerns for the human rights of Tibetans and others. She said the U.S. would be "just as clear" when Xi visits next month.

British Foreign Minister Jeremy Browne said the U.K. also was concerned. "I urge the Chinese government to exercise restraint, to release full details of the incidents, and to work to resolve the underlying grievances," his statement said.

Tornadoes possible in southern U.S. as snow threatens (Reuters)

LOS ANGELES (Reuters) ? Severe storms were expected to spread across several southeastern U.S. states on Sunday into Monday with tornadoes, highwinds and large hail possible, weather forecasters said.

A second stormfront expected to hit California late Sunday night will bring significant snowfall to the mountain regions, according to the National Weather Service, before rolling into the southern United States later in the week.

The potential for severe storms stretched from the Gulf of Mexico in Mississippi to southern Indiana and Ohio, according to AccuWeather.com meteorologist Bill Deger.

"Some of the thunderstorms are even expected to spawn tornadoes, making for an especially dangerous situation given the veil of night," Deger said.

In Alabama, residents were bracing for storms that could hit after dark on Sunday or overnight with a strong cold front from the west combining with warm moist air flowing up from the Gulf of Mexico, said Mary Keiser, meteorologist with the National Weather Service in Birmingham, Alabama.

"The best dynamics for this are going to be across the northwest part of the state and lesser so as you move to the southeast part of the state," Keiser said of the forecast for severe weather to strike in Alabama.

The weather service said thunderstorms could bring wind gusts up to 80 mph, tornadoes or gulf ball-sized hail in Mississippi. Farther west, the weather service warned of a high fire danger in Texas with wind gusts of up to 50 mph.

Weather.com said the greatest tornado threat appeared to be in eastern Arkansas, western Tennessee, northern Louisiana and northern Mississippi.

Parts of central and southern California were under a winter weather warning as a storm system was expected to sweep into the area late Sunday into Monday morning, with the weather service predicting 6 to 12 inches of snow.

The Sierras and the Rockies may accumulate as much as 3 feet of snow, the weather service said, and driving in mountain passes will be "very hazardous" due to low visibility, gusting winds and heavy snowfall.

In Reno, Nevada, meanwhile, snowfall provided welcome relief to firefighters who were monitoring remaining hotspots from a blaze that raged near the outskirts of the city beginning Thursday, destroying 30 houses and prompting thousands of people to flee their homes.

"As long as we keep on getting snow instead of rain, it looks like we'll be okay, at least for the next couple of days," said Mark Regan, spokesman for the Sierra Fire Protection District.

Rain had threatened the area with flash flooding on Friday night. Emergency responders had the blaze 100 percent contained as of Saturday, and all residents have been allowed to return to their homes, Regan said.

In the upper Midwest, freezing drizzle was expected to make roads and sidewalks slippery from southeastern Minnesota into Wisconsin, changing to snow later Sunday, the weather service said. Up to 4 inches of snow was expected farther north in southeast North Dakota and west central Minnesota.

In the northeast United States, a fast-moving storm from central Pennsylvania eastward dropped up to a foot of snow in parts of Rhode Island and Massachusetts on Saturday.

Feds say natural gas production to soar by 2035 (AP)

CHARLESTON, W.Va. ? The Energy Information Administration predicts U.S. natural gas production will nearly triple by 2035.

A report released Monday says the 5 trillion cubic feet produced in 2010 accounted for 23 percent of total dry gas production. By 2035, production could hit 13.6 trillion cubic feet and account for 49 percent.

The report predicts the U.S. will be a gas exporter by 2021 as foreign markets increase use and offer higher prices. It also says the percentage of gas-generated electricity will rise slightly, from 24 percent to 27 percent.

As expected, the report also scales back size estimates of the Marcellus shale field reserves, from 410 trillion cubic feet to 141 trillion cubic feet.

Those deposits underlie Pennsylvania, West Virginia, New York and several other states.

Magnetic soap could clean up oil spills

A soap that responds to magnetic fields could be used to clean up oil spills without leaving behind detergents that can harm surrounding wildlife.

Researchers at the University of Bristol, UK dissolved iron particles in water that contained chlorine and bromine ions, materials which are commonly found in household products such as mouthwash or fabric cleaner. This created a metallic centre within the soap particles that could be influenced by a nearby magnetic field.

The team tried out their new soap by placing it in a test tube beneath layers of water and an oil-like substance. Using a magnet, they were able to overcome both gravity and surface tension to lift the soap through the layers and out of the tube.

This test shows that it is much easier to remove magnetic soaps from mixtures of other liquids, suggesting they could be used in response to environmental disasters such as oil spills, where concerns have been raised about the cleaning substances in use. A magnetic soap could easily be collected after cleaning, reducing the environmental impact.

Magnetic soaps could also have a range of industrial applications thanks to their ability to change properties such as electrical conductivity or melting point at will with a magnetic on/off switch. These properties are normally altered by adding an electric charge or changing the pH, temperature or pressure of the substance, meaning they can not be reversed.

Arianna Addresses U.S. Mayors: Country's Solutions To 'Come At Local Level'

Arianna and House Democratic Leader Nancy Pelosi addressed the U.S. Conference of Mayors on Jan 18, challenging the nation's local leaders to become a voice for the people they represent.

In her speech, Arianna called on American mayors to become active members of their communities and address the growing gaps between the nation's rich and poor. She hit at the heart of what many consider to be an astounding trend in the US: the increasing downward-mobility of the American middle-class.

With an emphasis on Aol's Patch network of hyper-local sites, Arianna also told the conference of the growing need to address and cover the nation's often neglected poorest citizens.

In her blog post prior to the conference, Arianna explained why she feels the recovery of America's economy begins at the local level.

That's why I believe the solutions the country is so desperately looking for are going to come at the local level -- from our mayors and engaged citizens working with their communities. It's our cities, not the nation's capital, that are the real idea factory of our country. It's the Mayor's Mansion not the White House from which bold decision-making is likely to originate. President Obama Sings "Let's Stay Together" For Al Green


President Barack Obama is probably not going to quit his day job (at least not for another year), but he did make a brief foray into R&B at a fundraiser last night.

The Commander-in-Chief burst into song while thanking Al Green, who had performed earlier at the same event, crooning a bar from "Let's Stay Together"

Obama then joked he hadn't been ushered off-stage. Watch:

It all happened at Manhattan's Apollo Theater late Thursday, when Obama stepped to the podium and veered from prepared remarks to thank Green.

Apparently not content to simply praise Green, Obama launched into "Let's Stay Together," warbling "I, so in love with you" ... complete with vibrato.

He stopped to laughter and applause, remarked that his staff didn't believe he'd do it, and that the Sandman hadn't come out to yank him outta there.

That would be Sandman Sims, a famous tap dancer who chased unpopular acts off-stage at the Apollo for decades. Sort of a Keyboard Cat predecessor.

Spokesman: Paterno in serious condition (AP)

STATE COLLEGE, Pa. ? Joe Paterno's doctors say the former Penn State coach's condition has become "serious" after he experienced complications from lung cancer in recent days.

The winningest major college football coach of all time, Paterno was diagnosed shortly after Penn State's Board of Trustees ousted him Nov. 9 in the aftermath of the child sex abuse charges against former assistant Jerry Sandusky. Paterno's been getting treatment since, and his health problems were worsened when he broke his pelvis ? an injury that first cropped up when he was accidentally hit in preseason practice last year.

"Over the last few days Joe Paterno has experienced further health complications," family spokesman Dan McGinn said in a brief statement Saturday to The Associated Press. "His doctors have now characterized his status as serious.

"His family will have no comment on the situation and asks that their privacy be respected during this difficult time," he said.

Paterno's sons Scott and Jay both took to Twitter Saturday night to refute reports that their father had died.

Wrote Jay Paterno: "I appreciate the support (and) prayers. Joe is continuing to fight."

The 85-year-old Paterno has been in the hospital since Jan. 13 for observation for what his family had called minor complications from his cancer treatments. Not long before that, he conducted his only interview since losing his job, with The Washington Post. Paterno was described as frail then and wearing a wig. The second half of the two-day interview was conducted by his bedside.

The final days of Paterno's Penn State career were easily the toughest in his 61 years with the university and 46 seasons as head football coach.

Sandusky, a longtime defensive coordinator who was on Paterno's staff in two national title seasons, was arrested Nov. 5 and ultimately charged with sexually abusing a total of 10 boys over 15 years. His arrest sparked outrage not just locally but across the nation and there were widespread calls for Paterno to quit.

Paterno announced late on Nov. 9 that he would retire at the end of the season but just hours later he received a call from board vice chairman John Surma, telling him he had been terminated as coach. By that point, a crowd of students and media were outside the Paterno home. When news spread that Paterno had been dumped, there was rioting in State College.

Police on Saturday night had barricaded off the block where Paterno lives, and a police car was stationed about 50 yards from his home. A light was on in the living room but there was no activity inside. No one was outside, other than reporters and photographers stationed there.

Trustees said this week they pushed Paterno out in part because he failed a moral responsibility to report an allegation made in 2002 against Sandusky to authorities outside the university. They also felt he had challenged their authority and that, as a practical matter, with all the media in town and attention to the Sandusky case, he could no longer run the team.

Paterno testified before the grand jury investigating Sandusky that he had relayed to his bosses an accusation that came from graduate assistant Mike McQueary, who said he saw Sandusky abusing a boy in the showers of the Penn State football building.

Paterno told the Post that he didn't know how to handle the charge, but a day after McQueary visited him, Paterno spoke to the athletic director and the administrator with oversight over the campus police.

Wick Sollers, Paterno's lawyer, called the board's comments this week self-serving and unsupported by the facts. Paterno fully reported what he knew to the people responsible for campus investigations, Sollers said.

"He did what he thought was right with the information he had at the time," Sollers said.

Sandusky says he is innocent and is out on bail, awaiting trial.

The back and forth between Paterno's representative and the board reflects a trend in recent weeks, during which Penn State alumni ? and especially former players, including Hall of Fame running back Franco Harris ? have questioned the trustees' actions and accused them of failing to give Paterno a chance to defend himself.

Three town halls, in Pittsburgh, suburban Philadelphia and New York City, seemed to do little to calm the situation and dozens of candidates have now expressed interest in running for the board, a volunteer position that typically attracts much less interest.

While everyone involved has said the focus should be on Sandusky's accusers and their ordeals, the abuse scandal for Paterno put a sour ending on a sterling career. Paterno won 409 games and took the Nittany Lions to 37 bowl games and those two national championships. More than 250 of the players he coached went on to the NFL.

With his thick glasses, rolled up khakis and white socks, Paterno was synonymous with Penn State and was seen in many ways as the archetypal football coach.

Internet crusaders claimed victory Friday after the anti-piracy bills they?ve been fighting to kill took another step closer to the grave.

When Sen. Harry Reid (D-Nev.) and Rep. Lamar Smith (R-Texas) shelved the votes on PIPA and SOPA, vocal protesters took to Twitter and Facebook ? two platforms that were instrumental in spreading word of the virtual protest and helped mobilize Netizens ? to cheer their win and thank the lawmakers who supported their cause.

Dodd said in a statement. ?The threat posed by these criminal operations has been widely acknowledged by even the most ardent critics.

It is incumbent that they now sincerely work with all of us to achieve a meaningful solution to this critically important goal.?

Rep. Darrell Issa (R-Calif.), sponsor of an alternative bill, credited the Internet backlash for taking out SOPA. He said shelving the bills ?removes the imminent threat to the Internet? but warned ?it?s not over yet.?

?It is clear that Congress needs to have more discussion and education about the workings of the Internet before it moves forward on sweeping legislation to address intellectual property theft on the Internet,? Issa said.

On Twitter, some were thanking Sens. Ron Wyden (D-Ore.), Maria Cantwell (D-Wash.), Rand Paul (R-Ky.) and Jerry Moran (R-Kan.) for taking a stand against PIPA despite the wide bipartisan support it had already garnered.

Syracuse coach keeps focus in tumultuous season

(AP) ? When he leaves his home on a cul-de-sac in a secluded Syracuse suburb, coach Jim Boeheim has to drive past the house belonging to his former assistant, Bernie Fine, just across the street.

It's a constant reminder of the case that has shaken the Syracuse campus. Fine, an assistant for more than 35 years, was fired three games into the season after two former ball boys accused him of sexually molesting them when they were young.

When Boeheim publicly defended his longtime friend in November, disparaging the accusers, advocates for child sex abuse victims said the head coach should resign or be fired. Shaken by the outrage his comments had caused, Boeheim quickly apologized and has since been steadfast in saying he won't talk about the case until the investigation is over.

Despite what clearly have been some of the most difficult days of his life, Boeheim has kept his focus ? and that of his players ? on basketball. His team is off to a 20-0 start, the best in Syracuse history, and has been ranked No. 1 in the nation for six weeks.

Just past the midpoint of the season, Boeheim offered the following assessment:

"It's been pretty normal as far as basketball is concerned. That part has been normal, and as far as the basketball part is concerned we'll try to keep it that way."

For Syracuse, however, it has been anything but normal.

National media swarmed around campus, with TV trucks parked for weeks outside the basketball practice facility.

Federal agents searched Fine's home and office. Accusers Bobby Davis and stepbrother Mike Lang filed a defamation lawsuit against Boeheim and the university.

Two other men have come forward and accused Fine, but one has since said he was not telling the truth, and authorities say there is evidence that undercuts the other's allegation.

Boeheim, 67, has closed the team's practices, conducting them behind orange-and-blue curtains.

"This has obviously affected him. It certainly shook him early, and I think it's still there. He looks tired," said Jim Satalin, a national director for Coaches vs. Cancer, a charitable effort Boeheim has supported for more than a decade. "I think it's a combination of probably everything, and it's still hanging over everything."

Two months later, there's not much discussion in Syracuse about the case. A town hall meeting Thursday night on sex abuse was attended by about 100 people at a community college.

Boeheim has vowed to campaign against child abuse through the McMahon/Ryan Child Advocacy Center in Syracuse.

"It's been a combination of Jim Boeheim being contrite and apologizing and making an effort to help out the McMahon/Ryan house and a cause like that," said Brent Axe, a local sports talk radio host. "And, of course, the way this team has played has people thinking more about that. The Bernie Fine story has cooled off. There's only been a little information here and there. People don't know what to think about that story anymore."

They know what they think of the Orange, though. Syracuse has had the four largest on-campus crowds in the nation and the Carrier Dome box office has extended its hours because of surging sales. Murray State at 19-0 is the only other unbeaten team in Division I.

In November, with the Jerry Sandusky child sex abuse scandal at Penn State still in the headlines, CBS Sports columnist Gregg Doyel said Syracuse should fire Boeheim, who took over at his alma mater in 1976. Doyel is now calling him the national coach of the year.

"Thank God they've had such a great season," Satalin said. "I think he's been able to keep his focus on that. I don't think there's any question that that's taken the focus off of a lot of different things. People are looking at this as the possibility of being a really special year.

"I can't imagine if they were 10-10 or something. The feeling would probably be a lot different."

Boeheim told his players before the season that they had the pedigree of a national champion.

The team doesn't have a likely NBA lottery pick on the roster and only three players are scoring in double figures, none averaging better than 13.7 points.

"He's been terrific," senior forward Kris Joseph said. "He did a great job of keeping us levelheaded and it was probably even harder for him to do that for himself with everything going on and all the adversity that he's faced off the court. He did a great job of not letting it get to him as far as making sure this team was supposed to do what they were supposed to do.

"He let us know that we're not going to let this affect our season," Joseph said. "He did a great job of making sure that never happened. He kept us together as a team and we won basketball games."

Added fifth-year senior Scoop Jardine: "This year, he's just a little more focused on our team. The way he's handled it has really made us handle our situation better. He's always been a great leader for us."

Those who know Boeheim best aren't surprised.

"He has turned all the attention, as well I knew he would, knowing Jim, into his basketball team," Connecticut coach Jim Calhoun said. "Quite frankly, for a lot of coaches, myself included, the rest that you get from the storm outside is right in that gym working with the kids."

Fans can only marvel at what they see on the court: a rotation of 10 players, and ? unlike the bickering on Boeheim's only national championship team in 2003 ? not a single frown.

"He's got my vote for national coach of the year right now," Notre Dame coach Mike Brey said. "Obviously, there was off-the-court stuff, but away from that, he has managed a lot of guys that want to play more than they're playing. He's done a fabulous job getting everybody involved and having them buy into winning and chasing a team goal. In this era, it is really a challenge to do that."

At the Kitty Hoynes Irish Pub in downtown Syracuse, fan Sharon Bowes said Boeheim has been doing "the best job he's ever done."

"It's the most unselfish team I've seen. That's what makes champions," Bowes said.

On Monday night, Syracuse beat nemesis Pittsburgh 71-63 to snap a five-game losing streak against the Panthers and set the school record for most wins at the start of a season.

"Nothing he does surprises me because he's done it for so long," said Bill Raftery, who called the game for ESPN. "I think he just coaches. He doesn't worry. He's got a singular responsibility once he's in the gym, and that's what he does. And they respond to him."

The triumph was Boeheim's 876th, tying him for fourth all-time in men's Division I with Kentucky's Adolph Rupp and only three behind Dean Smith of North Carolina. Most now expect that total to rise well beyond 900 before Boeheim retires, a milestone reached only by Duke's Mike Krzyzewski and his mentor, Bob Knight.

"He's earned our respect," Pitt coach Jamie Dixon said of Boeheim. "He's earned everybody in the business' respect. It's amazing what he's done."

Last year's team started 18-0, then lost four straight before rebounding. Nobody expects that this year, and Boeheim is hopeful it won't.

"It's always easier to win than lose. When you're losing, it seems like a long season," he said.

"I've been there. When you're struggling, it seems like it will never get over," he said. "These guys have played well and it's a good team to coach. We know we have a long way to go yet. That's something we are very aware of."

Romney may benefit least from his own tax plan (Reuters)

WASHINGTON (Reuters) ? Mitt Romney has come under fire from Republican rivals over his disclosure that he pays about 15 percent in federal income tax, a rate far lower than most Americans.

But under plans proposed by Romney's opponents, he would pay even less. In fact, they are offering competing plans in which the multimillionaire former governor and venture capitalist would pay virtually no income tax.

Tax plans dealing with investment income touted by former House Speaker Newt Gingrich and Texas Governor Rick Perry could net Romney millions in tax savings. Both candidates have attacked Romney's record as a "vulture capitalist" and his delay in releasing his income tax returns.

"I commend Romney in this regard for not being driven entirely by self interest," said John Avlon, a former policy strategist for Rudy Guiliani.

Romney, whose net worth is estimated at $270 million, derives most of his income from investments. Romney this week acknowledged that his income tax rate is about 15 percent and said he will release his returns in April, the income tax filing deadline. Romney could not immediately be reached for comment.

Tax experts said Romney would fare even better under plans proposed by his rivals.

"Each of the tax plans would benefit anyone realizing long-term capital gains, investors just like Romney and (billionaire philanthropist) Warren Buffett, could be paying close to nothing," said David S. Logan, economist with the Tax Foundation, a nonpartisan tax research group based in Washington.

The tax plan that Romney is proposing as he campaigns for the Republican nomination eliminates the capital gains tax for individuals earning less than $200,000 per year and keeps the same 15 percent rate for individuals earning over that level. Romney could pay more under his own proposal.

"If Romney had his druthers, middle income investors would benefit more than upper income investors," Logan said.

Gingrich and Perry, both trailing Romney in the state-by-state nominating contest to challenge President Barack Obama, a Democrat, for the White House in 2012, offer moderately transformative tax proposals.

RIVALS' PLANS

Perry's plan would eliminate capital gains and dividend taxes. For families earning less than $500,000 a year, it would keep deductions for mortgage interest, charitable giving and state and local taxes.

Gingrich's tax proposals would eliminate capital gains and estate taxes and adopt an optional flat tax of 15 percent.

U.S. Representative Ron Paul, who finished near the top in the first two nomination contests of 2012, would like to eliminate the capital gains tax, as well as taxes on tip income and Social Security benefits.

"Romney's approach is far less draconian than his rivals' plans," said Anthony Corrado, a political finance expert at the Brookings Institution. But Gingrich's political calculus could win out.

"With respect to policy, Gingrich is arguing that his proposal would allow all Americans to pay the rate that Romney is effectively paying now. Which is a nice way to contrast Romney as taking advantage of the current tax code in a way that is not available to most Americans," Corrado said.

Obama's re-election campaign will argue that the Democratic incumbent pays a higher tax rate than Romney, Corrado said.

Former Pennsylvania Senator Rick Santorum, who finished neck and neck with Romney in the Iowa caucuses but near the bottom in New Hampshire's primary, seeks to lower to 12 percent the capital gains and dividend tax rate.

"Lowering our capital gains and dividends (rates) for everyone will provide economic benefit that Romney won't provide," Santorum told Reuters, adding that Romney buys into "the class warfare argument" about different income levels paying different rates.

A key question is whether the bulk of Romney's income is from "carried interest" - essentially compensation in the form of capital gains for managing investment portfolios - and whether or not it should be treated as income derived from investment or wages. It is currently at 15 percent, not the 35 percent applied to wages.

This debate could be politically incendiary, Avlon said, and voters would not know until April at which rate the bulk of Romney's income is being taxed.

Romney's tax returns also could shed light on how Romney and the powerhouse private equity firm he founded, Bain Capital, use offshore strategies to avoid paying higher taxes.

"The frustration being expressed is that many wealthy folks are paying a much lower rate - and they don't work. This frustration is becoming one of the key fault lines in American politics. The trick for Romney is not coming to represent that," Avlon said.
