(AP) ? The body of the man who killed 26 people at a Connecticut elementary school has been claimed for burial.

Connecticut Medical Examiner Wayne H. Carver II tells the Hartford Courant (http://cour.at/TrQFyH) that the remains of Adam Lanza were claimed several days ago by someone who wanted to remain anonymous.

A spokeswoman at Carver's office told The Associated Press she could not release details about the status of Lanza's remains.

The 20-year-old Lanza killed 20 first-graders and six educators at the Sandy Hook Elementary School on Dec. 14. He also killed his mother in their Newtown home before going on the rampage and then committing suicide.

A private funeral was held earlier this month in New Hampshire for his mother, Nancy Lanza.

Police have not offered a motive for the killings.

Honestly, I have gotten very shady answer on this one from the Adoption Worker Supervisor. IMHO, they (county) were not prepared nor knew what to do for "adoption" only families. So, as I understand it, a small section of families chose to stay as "adoption only" with the county and did not transfer their foster licenses. So, the last few kids I got info on was in September and I think the AWS "forgot" that I was transferred out. Maybe I am paranoid and they just haven't had any more littles available. It is pretty rare. Since I have been trying since May 2011, there have been 5 under 5. But, she also gets reports from other counties and forwards them out, and I havent gotten any of those either. A lot of the smaller counties have a higher percentage of kids going to adoption because they have fewer foster homes and if the foster families adopted all of the kids, they'd have no foster families. [not sure if I explained that right]

So, let me try to rephrase what I believe is the options.

A.) Maintain my FOSTER license and inherent Adoption homestudy with the private agency where the focus will be on FOSTER only, or they will assist with an adoption if either a.) it is the child I am fostering or b.) I find one on a photolisting

B.) After one year, I can close my FOSTER license and transfer my ADOPTION homestudy back to county and wait for just a legally available child. (I don't think they place legal-risk in adoption only homes as that is why I got Chubbs, because I was foster/adopt.)

And, I have to be "foster" in order to take in a sibling. So, it is quite a dilemma for me to be honest as I am only keeping out my foster license until Chubbs is about 3.

Chavez suffers new complications in cancer fight

CARACAS, Venezuela (AP) ? Venezuelan President Hugo Chavez is confronting "new complications" due to a respiratory infection nearly three weeks after undergoing cancer surgery, his vice president said in Cuba as he visited the ailing leader for the first time since his operation.

Vice President Nicolas Maduro looked weary and spoke with a solemn expression in a televised address from Havana on Sunday. He described Chavez's condition as delicate.

"Several minutes ago we were with President Chavez. We greeted each other and he himself referred to these complications," Maduro said, reading from a prepared statement.

The vice president's comments suggest an increasingly difficult fight for Chavez. The Venezuelan leader has not been seen or heard from since undergoing his fourth cancer-related surgery Dec. 11, and government officials have said he might not return in time for his scheduled Jan. 10 inauguration for a new six-year term.

"The president gave us precise instructions so that, after finishing the visit, we would tell the (Venezuelan) people about his current health condition," Maduro said. "President Chavez's state of health continues to be delicate, with complications that are being attended to, in a process not without risks."

Maduro was seated alongside Chavez's eldest daughter, Rosa, and son-in-law Jorge Arreaza, as well as Attorney General Cilia Flores. He held up a copy of a newspaper confirming that his message was recorded on Sunday.

"Thanks to his physical and spiritual strength, Comandante Chavez is facing this difficult situation," Maduro said.

Maduro said he had met various times with Chavez's medical team and relatives. He said he would remain in Havana "for the coming hours" but didn't specify how long.

Maduro, who arrived in Havana on Saturday for a sudden and unexpected trip, is the highest-ranking Venezuelan official to see Chavez since the surgery in Cuba, where the president's mentor Fidel Castro has reportedly made regular visits to check on him.

Before flying to Cuba, Maduro said that Energy Minister Hector Navarro would be in charge of government affairs in the meantime.

"The situation does not look good. The fact that Maduro himself would go to Cuba, leaving Hector Navarro in charge only seems understandable if Chavez's health is precarious," said David Smilde, a University of Georgia sociologist and analyst for the Washington Office on Latin America think tank.

Smilde said that Maduro probably made the trip "to be able to talk to Chavez himself and perhaps to talk to the Castros and other Cuban advisers about how to navigate the possibility of Chavez not being able to be sworn in on Jan. 10."

"Mentioning twice in his nationally televised speech that Chavez has suffered new complications only reinforces the appearance that the situation is serious," Smilde said.

Before his operation, Chavez acknowledged he faced risks and designated Maduro as his successor, telling supporters they should vote for the vice president if a new presidential election were necessary.

Chavez said at the time that his cancer had come back despite previous surgeries, chemotherapy and radiation treatment. He has been fighting an undisclosed type of pelvic cancer since June 2011.

Medical experts say that it's common for patients who have undergone major surgeries to suffer respiratory infections and that how a patient fares can vary widely from a quick recovery in a couple of days to a fight for life on a respirator.

Maduro's latest update differed markedly from last Monday, when he had said he received a phone call from the president and that Chavez was up and walking.

The vice president spoke on Sunday below a picture of 19th century independence hero Simon Bolivar, the inspiration of Chavez's leftist Bolivarian Revolution movement.

Maduro said that Chavez had sent year-end greetings to his homeland and a "warm hug to the boys and girls of Venezuela."

The vice president expressed faith that Chavez's "immense will to live and the care of the best medical specialists will help our president successfully fight this new battle." He concluded his message saying: "Long live Chavez."

Chavez has been in office since 1999 and was re-elected in October, three months after he had announced that his latest tests showed he was cancer-free.

Opposition politicians have criticized a lack of detailed information about Chavez's condition, and last week repeated their demands for a full medical report.

Information Minister Ernesto Villegas defended the government's handling of the situation, saying during a televised panel discussion on Sunday night that Chavez "has told the truth in his worst moments" throughout his presidency.

He also referred to a new surge of rumors about Chavez's condition and called for respect for the president and his family.

Villegas said a government-organized New Year's Eve concert in a downtown Caracas plaza had been canceled, and he urged Venezuelans to pray for Chavez.

Chavez's daughter Maria, who has been with the president since his surgery, said in a message on her Twitter account: "Thank you people of Venezuela. Thank you people of the world. You and your love have always been our greatest strength! God is with us! We love you!"

Allies of the president also responded on Twitter, repeating the phrase: "Chavez lives and will triumph."

ITC judge recommends ban on Samsung devices infringing on Apple patents

On Friday the ITC filed a redacted version of a remedy suggested by ITC Administrative Law Judge Thomas Pender, in which he recommended a ban be enforced against Samsung products that were found to infringe upon four Apple patents. The judge also recommended that Samsung post a bond for 88 percent of the value of its infringing mobile phones, as well as 32.5 percent of the value of infringing media players, and 37.6 percent of the value of infringing tablets.

Still, in the same ruling, Pender also approved several workarounds suggested by Samsung that might permit the company to continue selling the implicated products (which include the Transform, Acclaim, Indulge and Intercept smartphones, according to Computerworld). These workarounds would sidestep infringing on Apple's four patents?which include one design patent and three technology patents.

However, the judge's initial ruling (and this remedy) must first be approved by a 6 person trade commission panel. Further, the USPTO has been revisiting the validity of Apple's patents. Earlier this month, the Patent and Trademark Office tentatively rejected a claim made by Apple for a touchscreen patent which factored into this very ITC ruling.

As Ars reported in October when Judge Pender made his preliminary ruling, this ITC trial is separate from the federal court trial Apple won in August with a $1.05 billion dollar verdict (which Samsung is in the process of appealing.) Apple is also asking for a ban on Samsung products in federal court, so if the trade commission panel rules against Judge Pender's recommendations, Apple may still have an avenue open to eliminating Samsung from selling a handful of its products in the US.

The patents upon which Judge Pender reportedly used a ?Cheech and Chong? test to rule include: patent D618,678, a design patent with a diagram of the exterior of an iPhone; patent 7,479,949 for multi-touch screen navigation; patent RE41,922 describing how images are blended when more than one application runs at once; and patent 7,912,501 which claims an audio plug that can tell if a microphone or non-microphone related device has been plugged in. Two other patents that were brought forth in this case were not found to be violated by Samsung.

Fiscal cliff negotiations stall; Senate to resume talks New Year's Eve

The U.S. Senate on Sunday ended the day still sharply divided over how to avoid the automatic? income-tax hikes and deep government spending cuts set to kick in Jan. 1 that could plunge the economy into a new recession.

Despite pleas from President Barack Obama and Republican House Speaker John Boehner for the Senate to resolve the stalemate, Democrat Harry Reid, the Senate Majority Leader, announced lawmakers would not return to work until 11 a.m. on Monday -- New Year's Eve -- for one last chance to avoid going over the so-called fiscal cliff.

Reid tried to sound a note of optimism, saying closed-door discussions would carry on.

?There is still significant distance between the two sides, but negotiations continue,? he said. ?There is still time left to reach an agreement and we intend to continue negotiations.?

But senators on both sides sounded less than optimistic as they emerged from separate closed-door meetings -- one for Democrats, one for Republicans.

"We've all been told not to make plans for New Year's Eve," Missouri Democratic Sen. Claire McCaskill told reporters.

Some said they remained hopeful.

The Senate's number two Democrat, Dick Durbin of Illinois,? told reporters he was "definitely" encouraged that Republicans had dropped a demand for reducing Social Security benefits as a condition for extending unemployment benefits set to expire for some two million Americans. Obama has said extending the unemployment benefits is one of his top priorities for any deal.

"Now that they?re backing off of it, maybe we can make some progress -- ?I hope," Durbin said.

Obama had previously offered to index Social Security benefits with a "chained" consumer price index -- essentially adopting a less generous measure of cost-of-living increases -- but only with safeguards for the poorest beneficiaries and only as part of a broader deficit-reduction plan.

Earlier, Republican Senate Minority Leader Mitch McConnell complained that Democrats had not yet given him a counteroffer to a GOP proposal delivered at 7 p.m. Saturday night. And McConnell spoke by telephone at least twice with Vice President Joe Biden in an effort to "jump-start" the stalled negotiations.

Even if McConnell and Reid could put together a last-minute compromise, that deal would still need to clear the Senate and the House of Representatives -- no mean feat with time running very short.

The two sides have been starkly at odds for the last year over which Bush-era income tax cuts to extend past their Jan. 1 expiration. Obama campaigned on letting taxes rise on income above $250,000, Republicans aim to set the threshold higher.

And the income tax threshold was far from the only bone of contention.

Obama and most Democrats want to extend unemployment benefits, but Republicans linked that request to the ?chained CPI? for Social Security. With that change off the table, it was not clear what would happen to the jobless help, Durbin said.

Obama and most Democrats want to see the estate tax paid on large inheritances rise. Republicans want to exempt more estates from what they call the ?death tax.?

The two sides are also looking at sparing millions of Americans from suddenly having to pay the Alternative Minimum Tax and eyeing a way to keep the reimbursement rate paid to doctors on Medicare-covered treatment from being slashed.

Maine Republican Sen. Olympia Snowe on Sunday blasted the last-minute negotiations as a "travesty" that had left American taxpayers disgusted and scared.

"It starts with beginning of this Congress -- in the last two years we?ve seen historic failure after historic failure," Snowe said.? "Both parties and both branches of government ... it imposes a tremendous hardship and burden on the average American."

Snowe, who is retiring after 34 years in Congress, has said the intense partisanship in Washington largely drove her decision to leave.

VP reads message from ailing Chavez to military

CARACAS, Venezuela (AP) ? In a message read by his No. 2, President Hugo Chavez saluted Venezuela's military and acknowledged he was facing "complicated and difficult" times as he recovers from cancer surgery in Cuba.

The message read by Vice President Nicolas Maduro during a military event in eastern Venezuela offered no details on Chavez's condition and it was unclear when the president composed it. Chavez, 58, has not been seen or heard from since undergoing his fourth cancer-related surgery in Havana on Dec. 11.

"I have had to battle again for my health," the president said in the message. He expressed "complete faith in the commitment and loyalty that the revolutionary armed forces are showing me in this very complicated and difficult moment."

There have been no new updates on Chavez's condition since Maduro announced Monday night that he had received a phone call from the president who was up and walking.

Maduro and other government officials have tried to drill optimism into their supporters at raucous events nearly every day since. But uncertainty about Venezuela's political future has grown with no guarantee that Chavez will be back in time for his scheduled Jan. 10 inauguration for a new six-year term.

A group of opposition candidates demanded Friday that Maduro provide an official medical report on Chavez's health. Lawmaker Dinorah Figuera said the country needs "a medical report from those who are responsible for the diagnosis, evaluation and treatment of the president."

"The Venezuelan people deserve official and institutional information," Figuera told Venezuelan media.

Before leaving for Cuba, Chavez acknowledged the precariousness of his situation and designated Maduro his successor, telling supporters they should vote for the vice president if new elections are necessary.

But a legal fight is brewing over what should happen if Chavez, who was re-elected in October, cannot return in time for the inauguration before the National Assembly.

National Assembly Diosdado Cabello insisted Monday that the Venezuelan Constitution allows the president to take the oath before the Supreme Court at any time if he cannot do it before the legislature on Jan. 10.

Opposition leaders argue the constitution requires that new elections be held within 30 days if Chavez cannot take office Jan. 10. They have criticized the confusion over the inauguration as the latest example of the Chavez government's disdain for democratic rule of law and have demanded clarity on whether the president is fit to govern.

Texas builds 'hurricane domes' for double-duty

EDNA, Texas (AP) ? Texas is building specially designed "hurricane domes" along its Gulf Coast that will offer shelter during major storms and serve the rest of the time as gyms or community centers.

The proposed 28 domes are part of the Texas Safe Shelter Initiative, created to protect sick and elderly residents who can't evacuate ahead of a hurricane. First-responders will also be able to use the facilities, which are being funded mostly by the federal government.

The school district in the town of Edna, about 100 miles southwest of Houston, is building a hurricane dome that will be nearly 20,000 square feet and able to withstand winds up to 200 mph.

When not needed for a storm, it will be used mainly as a high school gym.

A LITTLE after 9pm last night, Strictly Come Dancing winner and Olympic gymnast Louis Smith tweeted to his followers: ?Going out in Peterborough tonight?.

For once the 23 year-old silver medallist ?who famously tweeted a Strictly result before it was aired- kept his own counsel by not revealing he was to made an MBE in the New Year?s Honours list.

Quite where he was at midnight when the world was able to share his joy, Twitter ? and his personal account now with 194,698 followers- doesn?t record.

A clue as to how he was feeling came via the BBC who Louis had told earlier the MBE was ?without a doubt the proudest moment of my life?.

His Team GB coach, Paul Hall, from Huntingdon, Cambridgeshire, was appointed MBE.

Smith told the BBC: ?To receive this honour is out of this world and something I never would have dreamt of as I grew up in the sport of gymnastics.

?This year has been like no other for so many reasons.

?I?ll never forget and I wasn?t sure it could get any better, but to be awarded an MBE is the icing on the cake.?

Smith said he was ?absolutely overjoyed? for Paul especially because of what he had done for himself, his team mates and the Huntingdon Gymnastics Club.

(AP) ? Since captivating the world with its acrobatic landing, the Mars rover Curiosity has fallen into a rhythm: Drive, snap pictures, zap at boulders, scoop up dirt. Repeat.

Topping its to-do list in the new year: Set off toward a Martian mountain ? a trek that will take up a good chunk of the year.

The original itinerary called for starting the drive before the Times Square ball drop, but Curiosity lingered longer than planned at a pit stop, delaying the trip.

Curiosity will now head for Mount Sharp in mid-February after it drills into its first rock.

"We'll probably be ready to hit the pedal to the metal and give the keys back to the rover drivers," mission chief scientist John Grotzinger said in a recent interview at his office on the sprawling NASA Jet Propulsion Laboratory campus 15 miles east of downtown Los Angeles.

The road trip comes amid great expectations. After all, it's the reason the $2.5 billion mission targeted Gale Crater near the Martian equator. Soaring from the center of the ancient crater is a 3-mile-high peak with intriguing layers of rocks.

Curiosity's job is to figure out whether the landing site ever had the right environmental conditions to support microbes. Scientists already know water flowed in the past thanks to the rover's discovery of an old streambed. Besides water, life as we know it also needs energy, the sun.

What's missing are the chemical building blocks of life: complex carbon-based molecules. If they're preserved on Mars, scientists figure the best place to hunt for them is at the base of Mount Sharp where images from space reveal hints of interesting geology.

It's a six-month journey if Curiosity drives nonstop. But since scientists will want to command the six-wheel rover to rest and examine rocky outcrops along the way, it'll turn into a nine-month odyssey.

Before Curiosity can tackle a mountain, there's unfinished business to tend to. After spending the holiday taking measurements of the Martian atmosphere, Curiosity gears up for the first task of the new year: Finding the perfect rock to bore into.

The exercise ? from picking a rock to drilling to deciphering its chemical makeup ? is expected to last more than a month.

"We have promised everybody that we're going to go slowly," said Grotzinger, a geologist at the California Institute of Technology.

Curiosity's low-key adventures thus far are in contrast to the drama-filled touchdown that entranced the world in August. Since the car-size rover was too heavy to land using a parachute and airbags, engineers invented a daring new way that involved lowering it to the surface by cables. The risky arrival proved so successful and popular that NASA is planning an encore in 2020.

Curiosity joined another NASA rover, Opportunity, which has been exploring the Martian southern hemisphere since 2004. Opportunity's twin, Spirit, stopped communicating in 2010.

After nailing the landing, Curiosity fell into a routine. The first month was dominated by health checkups ? a tedious but essential prerequisite before driving. A chemistry laboratory on wheels, it's the most high-tech spacecraft to land on another planet so extra care was taken to ensure its tools, including its rock-zapping laser and robotic arm, worked.

Once it got the green light, it trundled to a waypoint that's home to three unique types of terrain to perform science experiments. Every time Curiosity roves, it leaves Morse code tracks in the soil, providing a visual signal between drives. The message spells out JPL, short for Jet Propulsion Lab, which built the rover.

So far, its odometer has logged less than a mile. Despite the slow going, scientists have been smitten with the postcards it beamed home, including a stylish self-portrait and tantalizing glimpses of Mount Sharp.

Huge expectations weigh on the mission with NASA balancing the need to feed the public's appetite while pursuing discoveries at its own pace. Last month, the space agency quashed Internet speculation that Curiosity had detected complex carbon compounds in a pinch of Martian soil by issuing a statement ahead of a science meeting where the team was due to present the latest findings.

American University space policy professor Howard McCurdy said Curiosity is currently in a transition, caught between the viral landing and the scientific payoff expected at Mount Sharp.

"It is interesting, but slow," he said in an email. "I expect public interest will rise as the rover gets closer to its destination."

Curiosity's prime mission lasts two years, but NASA expects the plutonium-powered rover to live far longer. A priority for its human handlers is to learn to operate it more efficiently so that it becomes second nature. Before heading to Mount Sharp, engineers plan a software update to Curiosity's computers to fix remaining bugs.

"We'll need to be pretty careful," project manager Richard Cook said of the upcoming drive. "We may find terrain that we're not comfortable driving in and we'll have to spend time driving around stuff."

The video below from Rozetked purports to show a "rendering" of Samsung's forthcoming Galaxy S4 smartphone, which is poised to leapfrog the iPhone 5 when it comes out next year.

There are two cool features in the video:

First, the phone is thin and the screen is big. Many of those who own iPhones secretly covet the larger screens on Samsung phones, and this screen is big. And the rendered phone is thinner than the iPhone 5.

Second, the phone includes a "projected keyboard" feature in which the phone projects an image of a keyboard on a flat surface and then allows the user to type on the projected keys. If that is real and it works, that will be cool. Much cooler than carrying around an external keyboard.

The real Galaxy S4 is expected to come out early next year. Senate renews warrantless surveillance act

The U.S. Senate Friday voted?overwhelmingly in favor of keeping a?George W. Bush-era surveillance law that will allow continued warrantless surveillance of Americans for the next five years.

The Senate's 73-23 vote on the Foreign Intelligence Surveillance Act (FISA) is an extension of the warrantless wiretapping law that grants legal immunity to telecommunications providers in order to continue to assist intelligence agencies with monitoring communications.

In addition to phone calls, text messages and emails may also be obtained by investigators for counterterrorism purposes, an easy assertion for law enforcement to make, Gizmodo reports.

The Electronic Frontier Foundation, an Internet rights advocacy organization, claimed in a statement that the act "allows the government to get secret FISA court orders???orders that do not require probable cause like regular warrants???for any emails or phone calls going to and from overseas. The communications only have to deal with "foreign intelligence information," a broad term that can mean virtually anything. And one secret FISA order can be issued against groups or categories of people???potentially affecting hundreds of thousands of Americans at once."

"Incredibly, the Senate rejected all the proposed amendments that would have brought a modicum of transparency and oversight to the government's activities," the EFF said?Friday?after the vote.

The bill is now headed for President Obama's desk where he is expected to sign it. Although an identical bill elicited contentious debate in 2008, a different political climate made passage much easier now.

"This is the last opportunity for the next five years for the Congress to exercise a modest measure of real oversight over this intelligence surveillance law," Sen. Ron Wyden,?D-Oregon, told the press before the vote. "It is not real oversight when the United States Congress cannot get a yes or no answer to the question of whether an estimate currently exists as to whether law abiding Americans have had their phone calls and emails swept up under the FISA law."

Wyden had introduced an amendment to the bill that would have forced the National Security Agency?to disclose how many Americans had been affected by FISA. Since 2009 the agency has refused to share that information on the basis that it would violate the privacy of those affected.?
