Regarding The Monitor's View of Jan. 28, "Obama gun plan: one blank": I was heartened to see an editorial that was insightful and unafraid to express what I think is the most important action suggested to address gun violence ? in-depth research on its causes and prevention.

To place too much emphasis on the relationship between violence and the media is a simplistic answer to a very complex problem ? a problem that is ultimately brought about by the deterioration of the basic unit of society, the family. The family unit has been manipulated and distorted over the past 50 years to the extent that it is barely recognizable, and the results are obvious.

Research shows that it is through a loving and supportive family life that parents and children learn discipline, responsibility, compassion, and a sense of fulfillment, and thus become a positive influence on one another and society as a whole. But for too many, marriage has become "irrelevant" and children "a complication."

Until America strengthens its families through respect for traditional marriage and freedom of religion, and takes personal responsibility for not only ourselves but others, our society will continue to struggle with selfishness and ultimately fail as a culture that has much to offer its own citizens and the citizens of the world.

Less government for a better economy

The Jan. 28 Focus article "So where are we now?" asks why the US economy is lagging. A few of us may answer: The economy lags when government takes money from the pockets of those who work for a living ? money that consumers cannot spend as they see fit. Government is not a multiplier; it is a subtracter. A government can print money, but it cannot produce wealth.

This government has, to an unnecessary degree, inserted itself between the consumer and the producer, leading to a middleman that makes costly decisions that should be made by consumers.

Less government is the answer.

Study Focus: Omega 3 Might Decrease Skin Cancer Risk ...

Another good reason to take your omega 3 supplement: it might lessen the chance of developing skin cancer.

A study published recently focused specifically on non-melanogenic skin cancers, which are strongly linked to sun exposure. UV rays not only damage skin cell DNA, but they also suppress a certain kind of immunity called ?cell mediated immunity.? This suppressed immunity means that not only do the sun rays cause DNA damage and cell mutation, but they also prevent the body?s immune system from getting rid of these mutated cells, which then go on proliferating, leading to skin cancer.

(Suppression of immunity due to sun exposure is termed photoimmunosuppression.)

Previous studies have found that an omega-3 rich diet is associated with a lowered risk of skin cancer. As well, mice given omega-3 supplements had an improved immunity and decreased skin cancer risk. This new study aimed to examine whether the same effect can be achieved in humans taking omega-3 supplements.

How was the study done?

Researchers tested about 80 volunteers who are known to have nickel allergy. The idea was the following

  • Exposure to nickel in these volunteers would cause an allergic reaction.
  • But, sun exposure would weaken this allergic reaction, as it weakens cell mediated immunity (photoimmunosuppression).
  • So, the longer the exposure, the weaker the immune response, the weaker the allergic reaction to nickel.
  • Then, if half of the volunteers took omega-3 supplements, their immunity would be less affected by the sun, and thus their allergic response to nickel would be stronger than in the group that does not take omega-3.

All these theories proved to be true in this study. And although it is a small study and further research is needed to confirm these findings, they are quite promising nonetheless.

Moreover, it was found that longer exposure to sun light lessened the benefits of omega-3 supplements. So omega-3 supplements should be viewed only as a small measure that can benefit the body in multiple ways, one of which is possibly reducing the risk of skin cancer.

Bottom line

While this study is quite small, it is yet another good reason to adhere to a diet rich in omega-3. But ultimately, this is by no means a replacement for using sunscreen. In fact, the single most important fact to take from this study focus is the extreme importance of sun protection. It is not just about delaying wrinkles. SPF saves lives.

How Are Your Taxes Prepared? (Free Money Finance)

Business Week recently shared a chart that showed how Americans have their taxes prepared. 60% of people use an "expert" (their words) while 40% do it themselves. Here's the breakdown for each:

60% have their taxes prepared by an expert

  • 45% by mom and pop tax preparers, CPAs, and lawyers
  • 10% by H&R Block
  • 5% by Jackson Hewitt and Liberty Tax Service

40% do their taxes themselves

  • 20% use TurboTax
  • 7.5% use pen and paper (old school!)
  • 6% use H&R Block Digital
  • 3.5% use TaxAct
  • 3.5% use some other software product

Here are my thoughts on this information:

  • I was surprised that a majority of people had their taxes done by someone else. I thought that most people did it themselves. Why? Because most tax returns are pretty simple, so why wouldn't people do them themselves?
  • I was surprised that so many do taxes by hand. I guess that for very simple returns, it's no problem. But with simple things like "math" being a key reason there's a mistake on a return, I would think some software help would be prudent.
  • I wonder what the breakdowns are between "mom and pop" preparers and "higher level" preparers like CPAs and lawyers.

I've detailed why I use a CPA to do my taxes, but the main reasons are that she saves me time, money, and frustration. And especially this year, when my taxes are complicated even more by an LLC with rental properties, I am glad I have a CPA working for me. Pandora establishes 40-hour mobile listening cap for free users

Remember the good ol' days of Pandora? Well, it turns out that you were living in it until today. Just this afternoon, the music streaming service revealed that it's become necessary to return to the 40 hour caps from times long ago -- only this time around, it applies only to mobile users. If you may recall, Pandora dropped these caps in September 2011, but steeper royalty costs have forced the company's hand in the matter. What does this mean for you? Well, unless you fit within the four percent of Pandora listeners that jam out on a mobile device for more than 40 hours per month, you're unlikely to ever notice the change. Meanwhile, heavy users will need to pay $0.99 to continue listening for the remainder of the month. Naturally, you can also lay down $3.99 per month (or $36 per year) for Pandora One, which will kick both those limits and pesky ads to the curb.

Cablevision files antitrust suit against Viacom over programming bundling practices

Fan of channels such as CMT, VH1 Classic and Teen Nick? Cablevision is assuming that's a negatory. Today, the cable provider filed a federal antitrust suit against Viacom over the content distributor's programming bundling practices, which are alleged as anti-competitive. The lawsuit revolves around Viacom's insistence that ancillary networks be included in programming agreements in order to gain distribution rights to more popular networks such as Nickelodeon, MTV and Comedy Central. While the complaint itself remains under seal, Cablevision is arguing abuse of power in the lawsuit, which if successful, could have rippling effects throughout the pay-TV industry.

Cablevision is seeking declaratory relief that would void the two companies' programming contract (inked just this past December), along with a permanent injunction against Viacom's practice and the ability to carry Viacom programming until a new contract can be negotiated. Meanwhile, Viacom has asserted that it'll vigorously defend the lawsuit, and maintains that its practice is "win-win and pro-consumer" in the sense that its niche networks are offered at discounts. It seems that we can look forward to both companies butting heads for a while to come.

Oscars' strong showing boosts other ABC shows, too

NEW YORK (AP) ? The 40.4 million people who watched the Oscars this year boosted some other ABC shows, too.

Jimmy Kimmel's post-Oscars talk show got its biggest audience in the eight years he's been doing it, the Nielsen Co. said. About 5.8 million people tuned in for the show, which didn't begin until after midnight on the East Coast. Kimmel's earlier time slot on weeknights has also increased his visibility.

It was Kimmel's second-biggest audience ever, behind only a post-Super Bowl program in 2006.

Similarly, the Oscars-focused edition of "Good Morning America" on Monday reached 6.13 million viewers, above the show's season average of 5.27 million. NBC's "Today" show on Monday had 4.71 million viewers. ABC said it checked back to 2004 and couldn't find a larger margin of victory over "Today." Given the longtime dominance of "Today" up until last year, it's a good bet "Good Morning America" hasn't won by that much since the early 1990s.

NBC's most-watched show on Sunday night had less than a tenth of the "Oscars" audience, so it could be considered an achievement that "Today" got that close the next morning.

"Good Morning America" reached 6.12 million viewers last Wednesday, on co-host Robin Roberts' return to work after being out since last summer with a blood and bone marrow disease.

The Oscars had its biggest audience in three years.

When the month is over, CBS said it will have beaten all the other networks in the 18-to-49-year-old demographic that many advertisers seek for the first February since 1998. Among all viewers, CBS has had the top 31 most popular scripted programs in February.

On the other side, NBC's mid-winter slide continued. For the second time in six weeks, the network had a smaller prime-time viewership than the Spanish-language network Univision. Only one NBC show, "Chicago Fire," had a bigger audience than Univision's music awards show "Premio Lo Nuestro."

For the week in prime time, ABC averaged 11.3 million viewers (6.9 rating, 11 share). CBS was second with 9.6 million viewers (6.1, 10), Fox had 6.6 million (3.9, 6), NBC had 3.8 million (2.5, 4), the CW had 1.5 million (1.0, 2) and ION Television had 1.2 million (0.8, 1).

Among the Spanish-language networks, Univision had a 4 million viewer average (2.1, 3), Telemundo had 1.3 million (0.7, 1), UniMas had 590,000 (0.3, 1), Estrella had 190,000 and Azteca 110,000 (both 0.1, 0).

NBC's "Nightly News" topped the evening newscasts with an average of 9.4 million viewers (6.3, 11). ABC's "World News" was second with 8.4 million (5.6, 11) and the "CBS Evening News" had 7.4 million viewers (4.9, 9).

A ratings point represents 1,147,000 households, or 1 percent of the nation's estimated 114.7 million TV homes. The share is the percentage of in-use televisions tuned to a given show.

For the week of Feb. 18-24, the top 10 shows, their networks and viewerships: "The Oscars," ABC, 40.38 million; "Oscars Red Carpet Live" (Sunday, 8 p.m.), ABC, 25.53 million; "NCIS," CBS, 21.08 million; "The Big Bang Theory," CBS, 17.62 million; "Oscars Red Carpet Live" (Sunday, 7:30 p.m.), ABC, 16.5 million; "NCIS: Los Angeles," CBS, 16.27 million; "American Idol" (Wednesday), Fox, 14.37 million; "Person of Interest," CBS, 14.23 million; "American Idol" (Thursday), Fox, 13.66 million; "Two and a Half Men," CBS, 13.41 million.

A New York assemblyman who at first vigorously defended wearing blackface, an Afro wig and a basketball jersey to a costume party apologized Monday, saying he didn?t mean to hurt anyone.

Democratic Assemblyman Dov Hikind wore the basketball garb at his own party in his home to celebrate the Jewish holiday of Purim, for which costumes are commonly part of the celebration. For hours on Monday, Hikind was assailed by criticism that he initially dismissed as ?political correctness to the absurd.?

At a news conference outside his Brooklyn home, however, Hikind pledged to be ?a little more careful, a little more sensitive.? He added: ?I repeat, it was not meant to in any way hurt anyone. And those that were? I?m sorry. That was not my intention.?

Assemblyman Karim Camara of the state Black, Puerto Rican, Hispanic & Asian Legislative Caucus had called Hikind?s actions at the party ?callous and repugnant.?

?It brings back the memories of African-Americans being reduced to buffoonery just to gain access to the entertainment industry,? said Camara, who is also a Brooklyn Democrat and a black leader in the New York state Legislature.

The powerful leader of the Democrat-led Assembly, Speaker Sheldon Silver, weighed in shortly after Hikind?s news conference, calling Hikind?s actions ?inappropriate and offensive.? No action against Hikind was announced.

Earlier this month, Hikind criticized the fashion designer John Galliano, who was recently photographed in New York City dressing as a Hasid with a long jacket and curly sidelocks. Two years ago, Galliano was fired from Christian Dior after his anti-Semitic rant was caught on video.

Hikind demanded an explanation from Galliano for his costume.

?If it was just anyone else, I wouldn?t know what to say. But considering who this guy is, considering his background and what he?s said in the past, let him explain it to all of us: Are you mocking us?? Hikind told the New York Post.

On Jan. 31, Hikind asked the president of Brooklyn College to resign for failing to stop an event he said had a racist agenda. He wrote on his blog at the time that the ?BDS Movement Against Israel? event called for a unilateral boycott against Israel and Israeli businesses.

In Albany, Hikind has championed some conservative and religion-based issues. In 2009, he opposed an early vote to legalize same-sex marriage

?It is about what I believe God wants,? Hikind said then. ?God doesn?t flip-flop on an issue.?

La Republica confirms what we long thought highly likely: The Italian Senate is Ungovernable.

A Senate majority takes 158 seats and no party has more than 123 at the moment. The current results look like this:

There are 315 total seats and the total above is only 301. Although 14 seats remain, not even a Monti-Bersani coalition in addition to those 14 seats would bring Bersani's total to 158.

Curiously, it appears Bersani received a plurality of the Senate popular vote with 32% compared to Berlusconi's 30.2%. Grillo weighs in with 23.9%, and Monti at 9.1%.

If 123-104 in favor of? Berlusconi over Bersani sounds strange, it is not unlike a presidential election in the US where one candidate wins the popular vote and another candidate wins the election based on? state-by-state electoral votes.

Chamber Comparison to US

In Italy, both houses of parliament share duties equally. In the US, financial bills originate in the House, and only the Senate has a say in approval of judges and cabinet-level positions.

For Sony's latest Android tablet take, its Xperia Tablet Z, the company's extending the austere, omnibalance design (focus on all around symmetry and reflective surfaces) and waterproof certification of the Xperia Z to a 10.1-inch footprint and higher 1,920 x 1,200 resolution. Which means the unique, highly polarizing magazine-like fold of its predecessor, the Xperia Tablet S, has fallen by the wayside and, according to Sony, it's not likely to ever make a comeback. But a cosmetic evolution isn't all that's propping up the Xperia Tablet Z; its lightly-skinned Jelly Bean OS, quad-core 1.5GHz Snapdragon S4 Pro CPU and 2GB of RAM ensure above average performance for this Sony tab. Many Americans are still enamored with debt

The economy is slowly hobbling back to health, but for many Americans the rainy day fund is still looking a little dry and the credit card bill is still looking a little scary.

About 24 percent of Americans have more credit card debt than emergency savings, according to an annual survey released Monday by the personal finance website Bankrate.com.

The survey found that only about 55 percent of Americans have more emergency savings than credit card debt. About 16 percent had none of each, and the rest either didn?t know or wouldn?t answer.

The results are little changed from the same survey Bankrate.com did in 2011 and 2012. The results suggests that, in general, people?s ability to save up for a rainy day and keep a handle on credit card debt hasn?t gotten much worse in recent years - but it hasn?t improved, either.

Greg McBride, senior financial analyst with Bankrate.com, said a big problem is that people?s wages have been pretty stagnant in recent years, even as expenses for things like food and health care have edged up.

?It just leaves less money that can be put toward debt repayment or emergency savings,? McBride said.

Americans appeared to have been sobered by the Great Recession, and some people were able to get a better handle on their credit card debt in the years that followed.

The total amount of revolving debt, which is made up mostly of credit card debt, fell between 2008 and 2010, according to the Federal Reserve. Since then, it has held relatively steady at around $850 billion, the Federal Reserve data shows.

But those aggregate numbers don?t? tell the whole story, said Lucia Dunn, economics professor at The Ohio State University.

Her research has shown that some people were able to pay off their credit card debt around the time of the Great Recession. But those who weren?t able to get control of their debt during that period are likely still struggling with it, she said.

?For those who were not able to pay off (their credit cards) and were still carrying a balance, that balance is still growing,? said Dunn, who was not involved in the Bankrate.com survey.

Dunn said her data also has shown that people continue to have elevated levels of stress about their debt, even though the recession has officially been over since June of 2009.

??We may be out of the recession, but debt?s still a looming problem for people,? she said.

The Bankrate.com data also showed that saving up enough money for an unexpected emergency remains a thorny problem.

Nearly 4 in 10 people said they were feeling less comfortable about their savings levels than a year ago, while nearly half were feeling about the same. Only 14 percent said they were feeling better about their savings levels.

They Bankrate.com survey was of a representative sample of about 1,000 adults, and it was conducted in early February.

McBride, from Bankrate.com, said many Americans may have the goal of increasing their savings but find that they have little left over after the bills are paid.

?I think that people care about it. I think most of it is just sort of the inability to make substantive progress,? he said.

Still, McBride said he wasn?t sure that Americans will improve their financial habits once the economy improves For many Americans, he noted, thriftiness has been forced on them because their credit lines have been cut, they?ve suffered a job loss or they?ve hit another financial brick wall.

As the economy starts to strengthen further, he expects Americans will be more likely to spend their extra cash rather than save it.

?At the point where incomes do start to grow, I don?t think it means that the savings rate?s going to go up,? he said. ?I think it means that consumer spending is going to go up.?

Under the Clean Water Act, which is designed to punish companies and prevent future spills, a polluter pays a minimum of $1,100 per barrel of spilled oil; the fines nearly quadruple for companies found guilty of grossly negligent behavior.

It?s late February.? The Combine is unfolding.? And that means it?s time for scouts to rip or praise players under the cloak of anonymity.

Plenty of writers who publish assessments made by unnamed scouts are now ridiculed when doing so.? The pedigree and accomplishments of Bob McGinn of the Milwaukee Journal-Sentinel tend to insulate him from scrutiny, even when his unnamed scouts swing and miss on players like Robert Griffin III.? (Heck, McGinn can even publish Wonderlic numbers without being vilified.)

McGinn assesses the players who could be available when the Packers use their first-round pick, and he shares the insights of a pair of unnamed scouts regarding Florida State defensive end Bjoern Werner, a German-born-and-bred prospect who is now poised to fulfill the very unlikely dream of being a first-round draft pick in the NFL.

?He?s good, but I don?t see the special in him,? one unnamed scout said. ?Kind of a try-hard, good football player but nothing special.?

Said another:? ?He?s not a dynamic pass rusher but he seems to get sacks.? He comes off the ball hard but he?s not special.?

Without knowing anything about the team(s) for which these scouts work, there?s no way of knowing whether they?re badmouthing Werner in the hopes that he?ll be available when their team(s) pick.? That?s how it works.? Teams that love a player say bad things about him, wishing for a free fall.? Teams that hate a guy say great things about him, hopeful he?ll be taken early ? pushing down the board players in which the team is actually interested.

With more and more media swarming around the pre-draft process, there?s always someone ready to publish these anonymous assessments.

But citing an ?unnamed scout? tells the audience nothing about the skills or credentials of the scout.? As the late George Carlin used to say (as Carlin himself would say, he?s saying nothing now), there?s a worst doctor in the world ? and someone has an appointment with him tomorrow.? Similarly, there are plenty of scouts who aren?t as skilled as others.? Any time an unnamed scout is being quoted, there?s a chance that he?s the worst of them all.

You know, like the ones who told McGinn last year that, as to RG3, ?[e]verybody is just assuming because of the Heisman and the socks and all that bs. . . . they are ignoring a lot of bad tape that he?s had,? that ?I don?t think he has vision or pocket feel, which to me are the two most important components of quarterbacking,? that ?[h]e?s just running around winging it,? that ?[h]e?s [Michael] Vick, but not as good a thrower,? that ?he?s not as good as Cam Newton,? that ?[a]s much as is written about his athleticism, his athleticism under duress in the pocket isn?t even close to Cam Newton?s,? that ?the only way he gets big plays with his feet is if he?s got a wide-open field and the sea opens for him,? that ?[h]e?s got a little bit of a selfish streak, too,? and that ?[h]e doesn?t treat anybody good.?

Or maybe these unnamed scouts are just good enough to know how to push lies in the hopes of advancing agendas.

HP launches Slate 7 Android tablet with Beats Audio for $169

The HP Slate 7 is beyond fashionably late to the Android tablet party, but it tries to make up for its tardiness with a very low price. When the device arrives in April, HP?s first Google-powered tablet just announced at this year?s Mobile World Congress will cost just $169. That?s $30 less than the the Nexus 7 and Amazon Kindle Fire HD. So how does this value-priced device stand out? HP is playing up the Slate 7?s Beats Audio sound and wireless printing capabilities.

The Slate 7 certainly doesn?t look like a $169 tablet, thanks to its stainless steel frame and soft-touch back that?s available in gray or red. The device measures .42 inches thick (about the same as the Kindle Fire HD?s .41 inches) and weighs 13.05 ounces, making this tablet lighter than the Fire (13.9 ounces) but heavier than the Nexus 7 (12 ounces). The Slate 7 has a microSD card slot and microUSB port.

To differentiate its tablet, the Slate 7 is the first with Beats Audio built in, which is designed to deliver richer and more robust sound. On the other hand, HP says its High-aperture-ratio Field Fringe Switching (HFFS) technology gives its panel wide viewing angles, whether you?re viewing documents or playing Angry Birds Space.

Powering this Android 4.1 Jelly Bean tablet is a 1.6-GHz ARM A9 dual-core processor and 1GB of RAM, and you?ll find 8GB of storage on board. The Slate 7 features a VGA camera up front and a fairly low-res 3-MP camera on the back. By comparison, the Nexus 7 boasts a quad-core Tegra 3 processor, though HP claims that its device offers swift performance.

When we asked HP?s Torres whether shoppers will just opt for the faster Nexus 7 or more family friendly Kindle Fire HD for $30 more, he told us that ?we are going to have a very strong value proposition with Beats Audio and that the design is far superior than those other tablets that you mention.? Torres also reminded us that HP ?wants to be the leader in tablets so to expect other price points.? In other words, don?t be surprised to see a larger, more premium Android Slates in HP?s lineup in the not too distant future.

With Kyocera, Sprint Faces None of Apple's Quality Control

Sprint will soon begin selling the rugged Kyocera Torque. A new Kyocera ad suggests there will be none of the fussiness Sprint faces from Apple.

Sprint has enlisted Bear Grylis, a chisel-cheekboned extreme adventurer, former British Special Forces agent and star of the television show "Man vs. Wild," to help promote the Kyocera Torque, a rugged Android smartphone it will begin selling March 8. The "live more, fear less" handset," as Sprint has taken to calling it, is 4G Long-Term Evolution- (LTE-) enabled, supports next-generation push-to-talk (PTT) technology, has an impact-resistant 4-inch In-Plane Switching (IPS) touch-screen and what Kyocera calls a "smart sonic receiver" that helps to make calls clear in even super-noisy environments. It can also be submerged in 3 feet of water for 30 minutes and meets military standards for surviving in temperature extremes, blowing rain, low pressure, high humidity and vibration, shock and dust. Kind of like Grylis.? It's a good phone for outdoorsy-types who subject their phones to raging rapids or muddy mountainsides, and indoorsy-types who are subjected to incredibly energetic children?again like Grylis, who is the father of three boys. What might have been a marketing home run, however, instead started a reporter remembering a comment that Sprint CEO Dan Hesse made during Sprint's Feb. 7 earnings call. "We got the iPad for the first time pretty late in the year, and of course Apple?to their credit, they protect their brand very well?but it takes some time to get advertising in the market that meets Apple's approval," said Hesse. "So we really didn't have much of a marketing quarter in the fourth quarter, with respect to tablets. We hope that will improve; we need to increase awareness out there in the marketplace that Sprint carries the iPad, and we intend to work on that in 2013," Hesse said. Translation: Apple thinks our ads stink, so we haven't been able to run anyway. One has to imagine that between Sprint and Kyocera, the green light is always on. In a video Kyocera posted to YouTube, Grylis, in an opening shot, appears to be in a dark, dripping cave. But no, time reveals that he's at an awful indoor water park with his kids?or rather, a lot of people's kids?and a lot of splashing and phone-drenching ensues. (Even the potential perk, for the over-12-year-old crowd, of Grylis in bathing trunks was undone by the wardrobe person who gave Grylis a shirt to wear in the pool.) The point, of course, is that while Grylis and the Torque can cross the Artic and scale peaks, these aren't life's only adventures. "Torque, the rugged 4G Android for your extreme and every day," said Grylis, in his appealing British accent?truly all that's appealing about the ad. There's a reason that Apple is Apple and the iPhone is the world's top-selling smartphone. Sprint and Kyocera may want to take notes. ?

In mid May, we drove thirteen hours from Georgia up the Shenandoah Valley and across the Pennsylvania Turnpike to Wayne, PA, arriving at the gates of this great American Garden just before 6:00 PM to take advantage of the 8:00 Friday closing time.

"The Chanticleer estate dates from the early 20th-century, when land along the Main Line of the Pennsylvania Railroad was developed for summer homes to escape the heat of Philadelphia. Adolph Rosengarten, Sr., and his wife Christine chose the Wayne-St. Davids area to build their country retreat. The family?s pharmaceutical firm would become part of Merck & Company in the 1920s.

The Rosengartens hired architect and former classmate Charles L. Borie to design the house, which was completed in 1913. Landscape architect Thomas Sears designed the terraces as extensions of the house. A 1924 addition converted the summer home into a year-round residence and the family moved here permanently.

Mr. Rosengarten?s humor is evident in naming his home after the estate "Chanticlere" in Thackeray?s 1855 novel The Newcomes. The fictional Chanticlere was "mortgaged up to the very castle windows" but "still the show of the county." Playing on the word, which is synonymous with "rooster," the Rosengartens used rooster motifs throughout the estate.

Adolph and Christine gave their two children homes as wedding presents. They purchased a neighboring property for son Adolph, Jr. and his bride Janet Newlin in 1933. It is now the site of the Ruin. Daughter Emily?s house, located at today?s visitor entrance, was built for her in 1935. It is presently used for offices and classrooms.

Adolph, Jr., bought his sister?s portion of the estate following her death in the 1980s. He didn?t move into the main house, but used it for entertaining and kept it as it was when the family lived there. The house is open for tours by reservation. Adolph, Jr., left the entire property for the enjoyment and education of the public following his death in 1990. A seven-member Board of Directors, five of whom are Rosengarten relatives, oversees The Chanticleer Foundation. The garden opened to the public in 1993. There are 17 full-time staff, of whom two manage facilities and 12 are gardeners and groundskeepers."

    Q&A: Why investors are wary of Italy's elections

    (AP) ? Investors are keeping a wary eye on Italy as the country heads to the polls Sunday and Monday to elect a new parliament. They fear that a new government and prime minister could weaken or scrap the economic reforms and budget cuts begun by outgoing Prime Minister Mario Monti during his 15 months in office and hurt Italy's chances of recovering from a decade of low growth.

    While the markets are unlikely to punish Italy as they did in 2011-12, they will want to make sure a new government doesn't mean a return to Italy's bad old days.

    Here are some questions and answers about this weekend's elections matter for Italy and the rest of Europe.

    Q: Why all the worry?

    A: Italy's economy ? the third-largest among the 17 European Union countries that use the euro ? has only grown less than a half percent a year on average for a decade. That is compared to 1.25 percent in other rich industrialized countries. Faster growth is needed to shrink Italy's mounting debt burden, which already equals 127 percent of its annual gross domestic product.

    Because of its size, Italy's problems can dent market confidence in the whole eurozone. Doubts about Italy's ability to manage its debt caused markets to question whether the euro could survive in 2011-12.

    Q: What's wrong with its economy?

    Before it joined the euro in 1999, the country used to give its economy a boost by to devaluing its old currency, the lire ? a trick that used to make its exports cheaper.

    Devaluation helped mask underlying problems such as labor rules that favor vested interests such as unions and established workers, which kill off job prospects for younger people; a high business tax burden and heavy cost to businesses from expensive public utilities and red tape.

    Italy "remains in dire need of structural reforms to boost competitiveness and improve trend growth," wrote economists Norbert Aul and James Ashley at RBC Capital Markets. They noted that the only economies that have grown more slowly in the past 12 years are Zimbabwe, San Marino, and Portugal.

    A growing economy would increase government revenue from business and income taxes and the country's debt.

    Q: Where does Monti come into all this?

    A: Italy's political parties installed Monti, a former EU commissioner and academic, as prime minister to lead a temporary crisis government of financial experts in November, 2011. His predecessor, Silvio Berlusconi, resigned after high borrowing costs, fed by fears Italy would not pay its debts, threatened the country with financial ruin and rattled confidence in the eurozone.

    Monti set about easing some of Italy's anti-business practices, such as labor laws that made it extremely difficult to fire longtime workers. He reduced the budget deficit with the help of an unpopular tax on homes.

    Italy's deficit is down to around 3 percent of gross domestic output for last year ? not great, but it complies with the official limit for eurozone members.

    However, in January, Monti resigned as Prime Minister after Berlusconi's party withdrew its support and criticized his cutbacks - hence the new elections.

    Q: So now the elections are under way, what are investors afraid of?

    A: Italy's Byzantine election laws could mean many different outcomes. The worst result would be no party or coalition being able to form a government, leading to new elections.

    Researcher Vincenzo Scarpetta at the Open Europe think tank says the probability of this is "very low" but that re-run elections could mean "potentially, huge market pressure, which Italy can hardly afford." This pressure would come in the form of rising interest rates on government debt.

    Another possibility could be a parliament so divided that it can't govern effectively, or a shaky coalition of parties with clashing agendas ? meaning that any policies would be the result of endless compromise and back-room deals. A badly split parliament "would surely affect investors' confidence as Italy's political future would remain unclear," said Aul and Ashley.

    The return of a government led by Berlusconi's center-right coalition ? regarded as unlikely ? could also dismay markets given his call to repeal Monti's home tax and the lack of confidence markets showed in him in 2011.

    Q: What do markets want to see?

    A: Analysts say investors seem to be anticipating that the center-left Democratic Party, led by Pier Luigi Bersani will win. Bersani opposes budget austerity but is regarded as not totally against all efforts to improve conditions for business. Markets would like it best if he wins but still needs the seats won by small parties led by Monti to govern. That would mean the government might continue with some of the reforms.

    Q: So should we expect market chaos and the eurozone crisis to erupt again?

    A: Not right away, no. Italian law requires extensive consultation, so it could take weeks to tell who is in charge. In 2008, it took 24 days for Berlusconi to be sworn in despite a landslide win.

    However, an anti-reform result could mean Italy's borrowing costs could rise in the days and weeks following the election.

    That would be a sure sign that bond investors are more skeptical of the country's long-term ability to pay.

    But it's considered unlikely that the yields would immediately rise to the record levels of last year that threatened to push Italy to default. That is thanks to the European Central Bank, which has done much to calm fears that a country will be unable to pay its debts. In September, the ECB offered to buy unlimited amounts of bonds issued by indebted countries, if they agree to reforms and to cut their deficits. No one has used the program yet but its mere existence has lowered Italy's borrowing costs.

    Nonetheless, a new Italian government that rejects reform "will lead to more uncertainty, higher yields and a gradual process toward the situation we had last year," says Carsten Brzeski, an analyst at ING in Brussels.

    The big problem is the long-term absence of growth rather than what the markets do next week.

    Economists Aul and Ashley warn: "Whichever party ends up in power... needs to focus upon Italy's economic frailties as a matter of priority."
