Change Management Director (Williston, Vermont)

The State of Vermont seeks a dynamic, collaborative, and innovative person committed to the State?s goal of universal health coverage to assist in the development and implementation of the Vermont Health Insurance Exchange (the ?Exchange?). The Exchange was established by the Patient Protection and Affordable Care Act of 2010, and Act 48, passed by Vermont?s legislature and signed into law by the Governor in May 2011. The Exchange will be the base for Vermont?s integrated and universal health care system. The purpose of the Exchange is to facilitate the purchase of affordable, qualified health benefit plans in the individual and group markets in Vermont in order to reduce the number of uninsured and underinsured; to reduce disruption when individuals lose employer-based insurance; to reduce administrative costs in the insurance market; to contain costs; to promote health, prevention, and healthy lifestyles by individuals; and to improve quality of health care.

The Exchange will have many critical roles in the provision of health care coverage to Vermonters, including:

?Screening for and enrolling individuals in Medicaid and private insurance plans with federal tax credits.

?Coordinating with other departments and insurance companies to ensure that individuals are seamlessly transitioned between coverage programs if their eligibility changes.

?Working with small employers on their plan choices and collection of payments for their employees.

?Negotiating with health plans on products to be offered on the Exchange.

?Developing ways for the Exchange to drive quality and cost containment.

?Developing and overseeing Exchange operations, including the web portal, call center, navigator program, financial and reporting functions, and outreach and education programs.

Position Overview
The Change Management Director plays a principal role in defining, designing, and creating the fundamental Exchange infrastructure and leads IT projects to support Exchange goals. S/he will be the Exchange?s technical strategist, working within the Department of Vermont Health Access, across departments within the Agency of Human Services, and with vendors to ensure functional success of the Exchange platform. The Change Management Director is responsible for the navigation, organization, interaction design, and business/user process engineering for the Exchange. This involves application of user-centered design methods to translate user needs, business objectives, and technology capabilities into a ?21st Century? user experience for Vermonters. This role involves leading tracks of work, counseling leadership on decisions, and guiding developers and other designers/ Information Architects in the project. The Change Management Director will have a solid understanding of project management tools and approaches to manage complex, multi-disciplinary projects and the flexibility to work with a diverse and dynamic team. The Change Management Director will be co-supvervised by the Deputy Commissioner for the Health Insurance Exchange and the Agency of Human Services Chief Information Officer and will be part of the Exchange implementation leadership team.

Key Responsibilities:
?Structure and manage the Health Insurance Exchange (HIX) project. Lead the development and tracking of integrated project plans and drive project delivery through effective use of Basecamp, other Project Management tools, and status meetings

?Oversee the development of project deliverables. Establish and maintain processes to manage scope over the project lifecycle. Set project quality and performance standards. Assess and manage risk within the project. Maintain project tracking and information systems

?Clarify and communicate project objectives and success criteria. Ensure key project and program-wide roles and responsibilities are defined.

?Manage third-party partner and/or vendor relationships, as necessary

?Work with other State staff to complete RFPs, project scoping and sizing

?Maintain awareness of the current health reform environment that shapes opportunities for solutions

?Manage and control project scope and the change control process

?Work with appropriate internal staff and vendors to plan for the ongoing operation, maintenance and upgrades to the systems, databases, and infrastructure components supporting the HIX project
